Une
coalition militaire s'est lancée dans une exploitation effrénée des
sources d'énergie et des matières premières. Sous l'impulsion des
néo-conservateurs, elle a accru ses prédations et a renoué avec toutes
les
formes d'ingérence, du changement de régime à l'expansionnisme
colonial.
Elle bafoue en permanence les principes du droit international élaborés
par
les conférences de La Haye et énoncés par la charte de San Francisco.
A
military coalition has launches itself in an unbridled campaign to
exploit the world's energy sources and raw materials. Driven by the
neo-conservatives, the coalition is using all forms of intervention from
regime change to colonial expansion to achieve its predatory aims. It is
in
permanent breach of the principles of international law drawn up at the
Hague Conference and set out in the San Francisco Charter.
Elle
masque ses ambitions en intoxiquant les médias et en trompant les
institutions internationales. Elle développe un double standard en
accusant
mensongèrement ceux qui lui font obstacle de ne pas respecter les règles
qu'elle viole elle-même. Elle dénature l'idéal démocratique en prétendant
le
servir par l'occupation militaire.
The
coalition conceals its ambitions by saturating the media with
misinformation and deceiving international institutions. It is guilty of
double standards in accusing those who stand in its way of not respecting
the laws which it itself violates. It debases the idea of democracy by
using
it to justify military occupation.
Pour justifier ses conquêtes, elle crée et
manipule des groupes terroristes,
fabrique des prétextes, propage la théorie du complot islamique mondial
et
fomente un clash des civilisations. Elle s'arroge les pleins pouvoirs et
pousse l'humanité au désordre et à la ruine.
In order to justify its conquests, it
creates and manipulates terrorist
groups, fabricates pretexts, spreads the notion of a global Islamic plot
and
provokes a clash of civilizations. It seeks to monopolise all power whilst
pushing humanity towards disorder and ruin.
Pour arrêter ce processus, nous en appelons aux
membres permanents du
Conseil de sécurité de bonne volonté. Nous leur demandons de faire
respecter
la souveraineté des États, base du droit international et condition préalable
à l'épanouissement d'une démocratie authentique. Nous déplorons que la
France, qui s'était opposée à l'invasion de l'Irak, se joigne aux
menaces proférées contre de nouvelles proies.
In order to stop this process, we appeal to
those permanent members of the
Security Council who show good will. We ask them to respect national
sovereignity, the bases of international law and necessary precondition of
the growth of democracy. We deplore the fact that France, who opposed the
invasion of Iraq, has associated itself with threats directed against new
targets for the coalition
Nous saluons la médiation de la Russie qui défend
l'application du traité de
non-prolifération nucléaire et la présomption d'innocence dans les
relations
internationales. Nous appelons l'Assemblée générale de l'ONU à
soutenir les
efforts de la Russie en faveur du rétablissement d'un dialogue multilatéral,
ses positions contre le financement du terrorisme, le double-standard dans
la politique internationale, et les ingérences dans les affaires intérieures
des États.
We congratulate Russia in its attempts to
mediate through the application of
the Non- Proliferation Treaty and the presumption of innocence in
international relations. We appeal to the General Assembly of the UN to
support Russia efforts in favour of the re-establishment of multilateral
dialogue, her positions against the financing of terrorism, double
standards in international politics and interference in the internal
affairs of states.
Pour notre part, nous prenons l'engagement de
mobiliser les opinions publiques, à l'exemple de ce que font déjà les
Latino-Américains, pour faire
échec à la propagande et à la haine et pour rejeter le projet global de
domination et d'exploitation.
For our part, we pledge ourselves to mobilise
public opinion, following the
recent example given by the people of South America, against this wave of
propaganda and hatred and in rejection of a global project of subjection
and
exploitation.
